I find it interesting that the Campaign for Safe Cosmetics thinks that if this bill is passed that they will be put in charge of interpreting it and deciding who would pay what and who would test what and what testing is needed. I don't think that is the way a law works but then I am not a lawyer, I am a cosmetics formulator/manufacturer who has been making safe and effective skin care products without the endorsement of the CFSC! I wonder about manufacturers testing requirements and if there is a size limitation on that. Many small companies actually manufacture their own ingredients such as infusing olive oil with comfrey or making a green tea tincture. This makes them a raw materials manufacturer. Will that company then have to do safety testing and provide documentation? It is also interesting that they say compact signers are already making safe products yet there are many signers who have products with very high toxicity rankings on their site!
